The Chiss Facilitator network is a permissioned network as Facilitators are an integral part of the Chiss ecosystem. They are FinTech gateways through which users, individuals and businesses, can on-ramp or off-ramp on to the FX protocol as well as directly complete their FX transaction end-to-end from fiat without direct engagement with the core infrastructure. Facilitators plug in to the infrastructure via facilitator SDKs.
As these gateways serve as entry & exit points to ramp Chiss-native stablecoins, they also serve as liquidity providers to the stability & FX liquidity pool as they operate Chiss treasuries.
They reserve the right to be a single currency facilitator or a multi-currency facilitator but are required to meet the requirements of the different jurisdictions where they operate in.
This modular separation of compliance from protocol logic enables jurisdiction-specific flexibility without fragmenting the user experience.

Value-Efficient Ramping
The Facilitator network acts as a structured fiat-stablecoin conversion layer for the protocol, enabling efficient ramping across supported jurisdictions. This functionality connects real-world users, fintechs, and liquidity partners to the Chiss ecosystem and are ramping points from fiat/stablecoins to Protocol-native stablecoins(e.g., JPY โ chJPY) and vice versa. -
Compliance & Access Control
While Chiss remains permissionless at the protocol level, each facilitator may operate under local compliance obligations. They are responsible for KYC/AML where legally required. Blacklisting mechanisms are built into the facilitator contracts. -
Liquidity Provision
Facilitators may optionally deploy idle balances into stability pools or FX liquidity pools for yield. Beyond Fees, the yield is an additional incentive for Facilitators to facilitate transactions on the protocol.
The Facilitator Network Managerโ
The Facilitator Network Manager is the governing entity responsible for oversight, configuration, and risk mitigation across the Facilitator Network. In emergency scenarios, the entire system can be paused by the Facilitator Network Manager.

Onboarding & Approval of Facilitators
The network manager maintains an open and inclusive network by allowing any entity that meets the eligibility requirements across compliance, capital adequacy, technical capacity, to become a facilitator. -
Treasury Limit Controls
The Facilitator Network Manager has the power to increase, reduce, or revoke the treasury limits of Facilitators in real-time. To enable more capital efficiency, the facilitator network manager allows leverage on committed capital. This model allows for scalability with the facilitator networks. -
Audit & Monitoring
The network manager tracks facilitator balances, outstanding liabilities, and settlement integrity. This is monitored onchain, enabling transparency and live solvency checks.
